This incident caused the partial closure of the CTA tunnel and the T3 car park.

Two more people have been arrested related to a theft at London's Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, according to police.

A man, 24, was arrested in the Lambeth area on suspicion of theft and assault and a woman, 23 was arrested for suspected conspiracy to commit robbery. Both individuals are still being held, the force said.

These detentions come after a probe into an attack at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Prior to the incident, a pair of female travelers were robbed of their suitcases upon exiting a parking garage elevator.

A three-year-old girl was one of the injured in the event. Five people were taken to the hospital for treatment and have since been released.

Police detained a 31-year-old man on suspicion of theft and assault near the location. He has since been released pending further inquiries as the investigation proceeds.

Police were called at about 08:10 GMT following reports of a number of individuals injured by an irritating chemical believed to be an irritant spray.

The attack - an event that authorities stated was a standalone incident and not being treated as an act of terror - resulted in delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 parking facility briefly.
